South Bank, Leeds

Leeds South Bank is a 253-hectare regeneration zone on the southern side of the River Aire, taking in Holbeck and Hunslet. It is one of the largest city centre regeneration programmes in Europe, and in March 2026 it was shortlisted as one of seven proposed government new towns. For investors, it is the part of Leeds where the city centre boundary is physically moving outwards.

South Bank covers roughly 253 hectares of former industrial land immediately south of Leeds railway station, equivalent to around 350 football pitches. Leeds City Council has pursued its regeneration for more than a decade, with the stated ambition of doubling the size of the city centre and delivering around 35,000 jobs alongside thousands of new homes.

The area takes in Holbeck, the birthplace of much of the city's nineteenth century industry, and Hunslet to the south. Over thirty listed buildings sit within its boundaries, including the Grade II listed Midland Mills and the Tetley building, and the area retains a distinct architectural character that newer city centre districts do not have. In March 2026 the Ministry of Housing, Communities and Local Government proposed Leeds South Bank as one of seven new towns under the government's housebuilding programme, with final locations due to be confirmed before the end of 2026.

At circa 20,000 homes, it is the largest of the proposed northern sites. Each new town would deliver at least 10,000 homes with a target of at least 40% affordable housing, and the Leeds proposal is backed by £2.1 billion of local transport investment. Leeds railway station's southern entrance already opens directly onto South Bank, putting the district within a short walk of the platforms and of the city's retail and financial core. The One Residence

South Bank's transformation is already producing new homes, and The One Residence is one of them. The 12-storey development of 125 apartments sits on Manor Mills Road in Holbeck, at the heart of the regeneration area. Prices start from £190,000, short-term lets are approved, and apartments can be reserved for £5,000, with a 10% deposit and nothing further to pay until completion.

Delivery is already underway across the district.

Leeds South Bank

Aire Park is the flagship scheme. Vastint UK is delivering a 24-acre mixed-use development on the former Tetley Brewery site: over 1,350 homes, more than a million square feet of commercial space and an eight-acre public park, the largest new city centre park in the UK. The first sections opened in 2024, and two commercial buildings on South Brook Street are complete and occupied, with capacity for over 2,000 workers.

Occupiers include investment platform interactive investor, which has relocated its 300-strong Leeds team to 3 South Brook Street, along with pensions provider TPT, law firm Devonshires and consultancy Ridge. Jacobs opened its new Aire Park office in May 2026, bringing almost 400 employees together on site. International law firm Eversheds Sutherland has signed as the first tenant of Kellstone, a 75,000 sq ft office building, with a move planned for early 2027. Once complete, Aire Park will offer more than 800,000 sq ft of Grade A offices with space for over 10,000 workers.

Elsewhere, Platform's Sweetfields scheme will deliver more than 1,350 build-to-rent homes alongside 160,000 square feet of Grade A office space. In Holbeck, Sky Gardens pairs a 33-storey tower of 306 apartments with the restoration of the Grade II listed Midland Mills, while the Heart of Holbeck programme upgrades at least 180 existing homes by spring 2027.

Mass transit is the longer-term piece: route options for the first phase include South Bank and Holbeck, with no fixed delivery date yet.

Buying inside a boundary that is still moving.

Path through Leeds College of Building

South Bank is expanding outwards from a city centre that's run out of room, and entry prices still reflect the old boundary. If confirmed, new town status would bring circa 20,000 homes, but the jobs and the people are arriving first.

Leeds College of Building's South Bank campus already brings students and staff onto the site daily, and Aire Park's two completed commercial buildings have capacity for over 2,000 workers, while the residential phases are still coming forward.

That gap is the opening for landlords. LS11 covers Holbeck, Hunslet and Beeston, and is the highest-yielding postcode district in Leeds at around 7.4% gross on a median price of £138,500, against a citywide median of £243,044. Gross figures exclude management, maintenance and voids. ONS puts average Leeds private rent at £1,145 in August 2026, up 4.2%, against £1,400 UK-wide.

The station's southern entrance opens straight onto the district, putting South Bank stock minutes from the platforms, a profile that suits short-term letting as well as conventional buy-to-let.

Temple Works and a planned British Library North

Temple Works in Holbeck is a Grade I listed former flax mill and one of the most significant industrial buildings in the country. Vacant since 2004, it is the preferred site for British Library North, a planned second city centre home for the national library outside London. The proposals would restore the building into an 8,000 square metre space for learning, research, exhibitions, events and business incubation, linked to the Library's existing collection site at Boston Spa.

The project is at an early stage. Up to £34 million of public funding has been earmarked to bring the building into public ownership through Homes England and stabilise it, with a full funding and delivery strategy to follow. Leeds City Council says the wider Temple Works scheme could unlock over 3,000 homes and more than 100,000 sq ft of commercial space.

For investors, a national cultural institution in Holbeck would give the western South Bank a draw that few regeneration areas can match, bringing visitors, events and footfall into the same neighbourhood as The One Residence.
